On March 28, China Haisum convened its 2026 Overseas Business Conference at its Shanghai headquarters. Zhao Guo'ang, Deputy Party Secretary and General Manager of Poly Sinolight and Chairman of China Haisum, Yu Xiaodong, Executive Deputy General Manager of Poly Sinolight, and Zheng Yining, General Manager Assistant of Poly Sinolight, attended the meeting and delivered remarks. Members of China Haisum's leading body, heads of relevant headquarters departments, principals of business units, executives responsible for overseas business, and heads of overseas business departments joined the conference.

In his concluding speech, Zhao Guo'ang conducted an in-depth analysis of the significance of advancing international operations in serving national strategies, implementing the directives of higher-ups, and achieving the Company's high-quality development. He systematically reviewed the current status of China Haisum's international business and analyzed the new landscape of global markets, where opportunities and challenges coexist.
To create a new chapter in international business development, Zhao put forward seven key requirements: First, uphold strategic guidance and pursue high-quality international development; second, focus on strategic goals and continuously improve market expansion and value creation capabilities; third, prioritize team building and strengthen talent support and organizational capabilities; fourth, maintain strict bottom-line and red-line principles and sharpen risk management capabilities across the board; fifth, strengthen brand building and bolster brand influence and competitiveness; sixth, strengthen ideological guidance and deepen education and practice on a proper approach to performance; seventh, enhance coordination and collaboration to better serve Poly Sinolight's international development strategy during the "15th Five-Year Plan" period.
From the perspective of ensuring stable and sustainable overseas business growth, Yu Xiaodong underlined two priorities: First, strengthen the deep integration of business, legal affairs, and execution efforts, build up capabilities in planning, risk prevention, and implementation, and establish a professional, collaborative, and empowering overseas project management system; second, consciously comply with competition rules within the industry, maintain a sound ecosystem inside and outside the projects, and pay particular attention to preventing potential risks arising from "back-to-back" contractual clauses, so as to safeguard the Company's legitimate rights and interests and to advance projects in a smooth manner.
Zheng Yining underscored two points in his speech: First, focus on the strategic guidance of the "15th Five-Year Plan", uphold the principles of prioritizing safety, ensuring financial support, aligning with core competitiveness, and matching resource capacity, formulate international business plans in a scientific manner, and strengthen full lifecycle risk management for overseas projects and ensure personnel safety, thereby establishing a solid foundation for secure overseas operations. Second, heighten political awareness, firmly strengthen the line of defence for compliant operations, reinforce support and assurance capabilities, and focus on building a strong foundation of talents and resources for international business development, thereby providing solid backing for high-quality growth.
At the meeting, the Overseas Market Management Center conveyed and studied the latest directives and policy documents on international operations issued by the State-owned Assets Supervision and Administration Commission (SASAC), the parent group, and relevant leaders, and delivered a special work report. Representatives from Shanghai headquarters and Changsha, Guangzhou, Beijing, and Nanning subsidiaries shared their insights based on their respective professional strengths and regional characteristics, centering on target markets, key industries, major projects, and capabilities. Business units engaged in discussions on challenges encountered in advancing overseas business and corresponding solutions, fostering consensus through practical exchanges.
The conference also invited industry experts to deliver specialized training sessions on topics including Practices and Case Studies of Overseas Public Security Management for Central State-Owned Enterprises and Building Corporate Internationalization Management Systems and Strategies for Developing Overseas Businesses.
